The article reveals the problems hindering the development of rural areas in the context of their conformity with the causes and actions taken to eliminate these negative trends. As a result of the study, the primary hypothesis about the need to determine the owners of the process of development of rural areas and giving them the necessary authority was transformed into a new hypothesis about the potential of rural communities to become the new owner of the process of development of rural areas.
