The research topic is relevant because Finnish educational model is an example of successful adaptation of the country to the process of globalization and stimulation of innovation activity. The study is aimed at examining the impact of reforming the education system in Finland on the process of building an innovation-based economy. The authors analyze international global competitiveness indices of countries, namely, the Human Development Index, the Global Innovation Index, The Good Country Index and the Global Competitiveness Report of the World Economic Forum, and, in particular, the ranking of Finland and Russia by criteria related to education and science. The authors conclude that a high level of education in Finland is related to the quality of the training of teaching staff, support and implementation of innovations in the educational process and the interrelationship between educational programs and needs of the labor market. Finland's innovative experience can be used as a reference point for countries seeking to improve their competitive positions.
