The article analyzes developmental characteristics of a mechanism for managing enterprises of spa and resort complex of the Republic of Crimea. The modern stage of management is characterized by contradictions and difficulties caused by integration into the Russian economy. The main problems are related to sanctions that negatively affect the investment and attractiveness of the region for foreign tourists, to the poor quality of infrastructure and management due to the lack of experience in the program approach to the development of industrial complexes and territories. State programs provide for a significant improvement of the performance of the industry, which is significantly constrained by the instability of the tourist flow. We consider the impact of negative factors on management using the example of the large enterprises of spa and resort complex of the Republic Crimea. We justify a set of measures to improve the efficiency of the organizational and economic mechanism for managing the spa and resort complex.
