The article studies the processes and factors of creation and development of small business in the Russian Federation. The article considers the trends in the practice of finding a mechanism for the development of small and medium-sized enterprises in the framework of the targeted state policy. The article gives a holistic view of the legislative and regulatory basis for small businesses. The analysis of the effectiveness of the current development Strategy in the Russian Federation of small businesses as an effective mechanism to achieve the target basic indicators of small businesses. The study of the dynamics of the real development of small business allowed us to reasonably identify significant factors for the further creation and development of small and medium-sized businesses. The article is devoted to the identification of opportunities for the development of small businesses as an important element of market relations can generate new jobs and solve employment problems. The article presents the material of interest to practicing entrepreneurs and a wide range of individuals who show professional interest in the problems of small businesses.

• Among many issues of social and economic development of the Russian Federation, one of the most discussed and subject to practical transformations are the problems of small businesses, and from some time on the middle ones too.
* The formation of state policy in the field of small and medium-sized businesses is based, including eleven orders for the development of entrepreneurship, signed on 28.04.2015, the President of the Russian Federation Vladimir Putin.
* All forms of small, medium and individual entrepreneurship are considered as a single market environment capable of generating a significant number of jobs and ensure a consistently high level of employment.
• This is the aim of the strategy for the development of small business in the Russian Federation approved by the Government in June 2016.

* To identify the factors of development, it is necessary to analyze the dynamics of quantitative indicators of small enterprises and other significant indicators of socio – economic condition of the company.
* Thus, the market regularity confirms that the growth of small business is possible only with the growth of solvent demand.
* The real development of small and medium-sized businesses may not be the result of policy decisions, but as a result of market behavior of participants in this process, in the conditions of formation of supply and demand, competition, uncertainty and risk
* The factor of development of small business objectively is the growth of real incomes of the population and, accordingly, the growth of solvent demand focused on goods and services of small enterprises.
