The article is devoted to the issues of structural unemployment, its levels and peculiarities of the "displacement" of the indicator of optimal employment level by the example of the Tver region, constituent entity of the Central Federal District. We present a review of the regional bank of vacancies, namely, the staffing needs of employers and the unclaimed supply from registered unemployed. We assess the scale of informal employment in the region. We focus on such basic instruments for addressing the regional labor market as patenting labor migrants and quoting foreign labor, developing a system of vocational training and training of skilled workers and specialists. We also focus on the issue of state incentives for employers to create high-performance jobs. We draw conclusions that structural unemployment prevails on the territorial basis in the economy of the Tver region and that there are serious demographic problems.
