On the basis of comparative analysis of various methodological approaches to the identification and criterial description of the phenomenon of human happiness we determin its place in the system of categories of welfare theory (as a category that ends this theory). We critically think about the results of two independent studies on the so-called happiness indices in various countries of the world, conducted by authoritative world sociological centers. We suggest the main integral indicators of the happiness of people with different degrees of preference. We point out the main directions of the state's activity on the transfer of Russian citizens to a higher trajectory of human civilization.
