Abstract:

Import substitution in antimonopoly regulation acts as a legislatively justified restriction of competition of foreign goods in the domestic market. In the existing contractual system, there are a number of directions for stimulating import substitution, namely, restriction of import of a certain type of goods or services, preferences when considering applications for participation in the procurement of domestic producers and absolute ban on the import of the products. The system of state purchases can become the main tool for fulfilling the potential of import substitution in the region, as it serves to generate initial demand and help domestic producers to move to the phase of competitive volumes of production.
