Abstract:

Today the process of import substitution in the context of external economic pressure on the Russian Federation becomes of paramount importance in planning regional development. The article considers reorganization of the territorial division of the Russian Federation in terms of economic regions and administrative-territorial aspect. We justify the recognition of the population as a determining factor for the socio-economic development of the region. We present method for initial assessment of expediency of transformations for a particular region.
