Abstract:

The article proves the need to develop social entrepreneurship in Russia. The author states a contradiction that needs resolution: in a country with so many social problems, this type of activity is practically not developed. We see the cause in hard-to-reach balance of social goal and profit: things are affected by the lack of financial resources due to the tax rate, insurance cost and bureaucratization of all processes. The author thinks that it is strategically important to develop projects of social entrepreneurship in university environment, since it is the cradle of the future. At University you should learn to face obstacles. These Universities could serve for social start-ups as business incubators. This is especially important for regional universities, whose mission is entrepreneurship. The article suggests measures that the university is able to undertake to support social entrepreneurship on its territory. The most important measure is the creation of a model of entrepreneurial institution with an organizational structure of the matrix type.

•Concepts "Entrepreneurship" and "social entrepreneurship" are different.
•It is the young people who are more able to develop social entrepreneurship in the country, that’s why the universities are the most fertile soil
•Supporting universities are designed to address issues of their region, and social problems are often top priorities
•Measures of supporting universities on development on their platform of social entrepreneurship must be comprehensive
•The projects of social entrepreneurship on the basis of the university should, first of all, meet the needs of student youth and be aimed at various types of creativity, additional education, health improvement, scientific or cultural enlightenment, popularization of sports or ethics of communication
