The article is devoted to the study of advantages of project-oriented approach in comparison with traditional, functional approach in the activity of cultural and leisure organizations. The study is relevant because, first of all, this issue is faintly studied from the point of view of the role of this approach in the development of organizations of cultural and leisure type, and secondly, we need to study the accumulated experience of implementing socially significant projects by non-profit organizations in the Siberian region. The article considers the issue of application of project-oriented approach by organizations of three types: non-commercial, public and commercial in the Siberian region. We review projects of social significance for narrow target groups of the population: disabled children, the elderly, etc. The initial finding of the study of the experience of non-profit organizations is that the smallest portion of socio-cultural projects is addressed to older people. Cultural and leisure institutions and leisure organizations should more actively use the project-oriented approach to leisure activities of narrow target groups, and in conditions of limited resources should participate in projects developed by non-profit organizations as partners. As a result, the organization will get new opportunities to update its activities and innovative development.
