The article shows, that development requires proper fulfillment of project approach in relation to all levels and fields of national economy. The author believes that market reforms failures and development inertia can be explained by the setback of project business basis. Adoption of foreign experience (even the best one) without elaboration of project component can easily lead to failure. Presented analysis allows identifying reconstruction and development measures for theory and practical recommendations, methods and technique of project business. Its urgent reanimation and restoration of the science sector with all the necessary links are the first priority task of the transformation period of the Russian Federation.
