The goal of the article is to critically examine the content, course of action and hypothetical consequences (effects) of the implementation of various types of governmental and presidential economic novels affecting the fundamental interests of the overwhelming majority of Russian citizens. The article presents the analysis of the results of the study of various international organizations to define the aspects of well-being and happiness in order to obtain an objective view of the distance separating Russia from proactive States, which is identified with Russian statistical data and sociological studies and is the result of the authorities' indifference to the people, restrictions on individual liberties of Russians, their well-being freedom and subjectivity. In order to overcome the gap of Russia with developed countries of the world in various aspects of well-being and happiness, it is necessary to satisfy citizens’ constitutional right to vote, their right to know about intentions and actions of the power triangle "president - parliament - government" , in which remains weak the systemic nature of the relationship of the authorities in solving the tasks of human development for all and everyone; the right to participate in public discussion and be the subjects of the formation of one's life, on the one hand, and to create favorable options for all citizens to enjoy the fruits of progress in the field of human development, on the other hand.
