Abstract:

The article presents the results of a qualitative study whose purpose was to find out the real factors that prompted people to move to another country. Every year thousands of representatives of the most educated segment of the population leave the Russian Federation; that leads to a reduction in the scientific elite and impedes the development of the state. As a result of the research, we’ve revealed the factors of the "brain drain" in the sphere of legal relations, public health, political relations, economics and, most importantly, in the sphere of education and science.


Highlights:

1. The following push factors were identified in the scientific field: higher education reform, the lack of decent research funding, bureaucracy, lack of equipment (resources) for the implementation of research activities, indifference on the part of management.
2. We’ve identified the criteria for choosing the country of residence, namely: the culture of the country (sympathetic to migrant); the opportunity to get free education that is valued in the world community; the opportunity to find a job with a fair wage.
3. In social sphere Russian migrants faced such costs of moving as a language barrier, the problem of loneliness and alienation, a conflict of mentality and culture, and a "cultural shock".
4. According to the interviewees, a number of issues should be changed in Russia, for example, the realization of economic and political rights and freedoms of citizens, a shift to the positive side of the government, end of corruption, a change in the health system and an improvement in the standard of living in general.
