Abstract:

The process of integration of older groups in the regional labor market in the current state of socio-economic and demographic development of the northern regions is an urgent research issue. The article considers theoretical and methodological approaches to assessing the labor potential of older age groups of the population. Analysis of statistical data on socio-economic and demographic processes affecting the reproduction of regional labor potential is complemented by a study of institutional aspects and analytical materials of line-ministries and institutions. The quantitative and qualitative assessment methods used in the work demonstrate that today this resource is used ineffectively. We have also determined scientific tools for the next stage of research.


Highlights:

• Aging population is one of the resources for the reproduction of regional labor potential.
• Income level, level of education, availability and accessibility of social services for the population are the main factors affecting the labor motivation of this population group .
• From the point of view of the age structure, employment model in Karelia is under a negative impact of demographic trends (which are typical for Russian regions).
• Comparison of groups of working population with the number of pensioners in Karelia in general and in its regions is in favor of the latter, but with varying degrees of preponderance.
• The quantitative and qualitative assessment methods used in the work have shown that today this resource is used ineffectively.
