Abstract:

The article considers the main factors that influence the budget formation. We show the main normative documents regulating the process of program-targeted budgeting in the Russian Federation. We suggest the methodology of the “cost-benefit” analysis, which allows making an informed choice of the best option for implementation of state programs.


Highlights:

1. The main idea of program-targeted planning is to create interdependence between costs and results at all stages of the budget process.
2. In the regulatory framework of the Russian Federation there are no recommendations that allow ensuring the search and selection of the optimal options for the formation and implementation of state programs.
3. The “cost-benefit” analysis is carried out at the stage of decision to implement certain program activities.
4. The cost-benefit analysis methodology assumes evaluation of costs and benefits of program implementation and their comparison.
