In the article using years of research based on a sample of more than three thousand heads of the state civil service of the Russian Federation we prove a three-pillar model of management readiness. We analyze the concept "management potential" and "management readiness" of leaders. We characterize three components of the presented model such as leadership, expert-analytical, managerial components. We mark out indicators that show the development level of each of the selected components acting as meta-competencies of public service managers identified in the course of their personal and professional diagnosis. The management readiness is considered as a part of a general readiness of the leader to professional activity, as a system of ideological, motivational and valuable and gnostic components that characterize his personality. We describe indicators of the development level of management readiness, management competency, readiness for teamwork and competency of self-management. The model is the basis for ranking of managers based on the results of diagnosis, both in terms of management capacity, and on individual components of management readiness with an emphasis on the selection of groups with different ratios of their intensity.
