The article assesses the performance of higher education institutions of the Republic of Crimea on the basis of monitoring the efficiency of the educational institutions providing higher education, organized by the Ministry of Education and Science of the Russian Federation. We identify the current functional problems of Crimean educational organizations providing higher education, including such problems as low demand for graduates of universities, insufficient level of publication activity of the faculty, low level of material and technical base of educational institutions, etc. We found out factors affecting the changes in the entrants and students of universities of the Republic of Crimea. We justify the need to develop organizational and economic mechanism for managing the strategic development of the universities of the Republic of Crimea, that also allows linking the university’s goals and objectives with socio-economic and political priorities at the national, regional and municipal levels.
