Abstract:

Open access to scientific information is an integral part of modern science, providing a smooth exchange of results of scientific activity and for promoting scientific collaboration. The quality and speed of scientific communication largely affects both the quality of the research, the reliability of their results, and the development of academic communities and industries of the national economy. In this paper the authors present the intermediate results of the analysis of the position of Kazakhstan organizations and researchers in international initiatives in the field of open access to scientific research results (scientific and technical) activities, as well as regulatory legal acts and regulatory documents outlining state policy in the sphere of education and science in supporting the information infrastructure. We studied implemented and current Kazakhstan projects in the field of open access, as well as basic legal acts and policy documents governing the development of science in the Republic of Kazakhstan. We also studied the actual situation of the open access policy in the Kazakh science journals, and identified the presence of methodological problems in the management of programmes and projects in the Ministry of education and science of the Republic of Kazakhstan.


Highlights:

• no Kazakhstani organization is an official supporter of the Budapest Initiative
• among the signatories of the Berlin Declaration there is a number of organizations from such countries as Barbados, Ghana, Laos, Rwanda, Uganda, Zimbabwe and others but not a single Kazakhstan organization
• there are 90 science journals in Kazakhstan
• 32 journals (36%) do not maintain an online archive of issues at all
• the implementation of the open access policy in Kazakhstan follows a conservative way
