The article characterizes small business as an independent sector of the economy of the Republic of Crimea. We show the main feature types of small business entities, which give an opportunity to estimate a degree of their importance in development of productive employment in comparison with large and medium-sized enterprises. We describe development features of small business entities of the Republic of Crimea and assess their contribution to the development of the regional labor market. We suggest the conceptual scheme of the aggregate mechanism for the formation and development of the potential of small business, which promotes the creation of new jobs in priority economic activities, and, as a result, the reduction in the level of general (according to the method of accounting unemployed) and registered unemployment. The implementation of the mechanism will promote the creation of a significant number of new jobs, including jobs for youth, which will have an effective impact on the labor market’s processes and on the sustainable social and economic development of the republic.
