Abstract:

On the basis of a number of international ratings we developed the ways to increase the competitiveness of national and regional innovation systems of Russia and Belarus. Innovation systems of the Union state of Russia and Belarus are the object of the study. The factors of competitiveness of national and regional innovation systems are the subject of the study. The author puts forward the hypothesis that effective integration of the national innovation systems of Russia and Belarus must lead to the formation of supranational innovation system of the Union state of Russia and Belarus that will ensure the competitiveness of high-tech products in the CIS markets and in the global market. We pay special attention to the role of the cluster approach that ensures the formation of points of innovative growth and innovative chains.
