The article suggests the new approach to the formation of a model of competencies of the expert of innovative type, which is based on the integration of educational and innovation activities. We describe the experience of the application of this approach using the example of specialty "Public Relations" of Ulyanovsk State Technical University. The paper defines socio-cultural competencies that make up the model of an innovative expert. We’ve made a comparative analysis of the list of competences with other studies. The author presents his method for assessing socio-cultural competences. We show the results of approbation of the methodology by the example of the specialty "Public Relations". From the point of view of functional and sociocultural characteristics we mark out and describe students participating in the experiment and the levels of development of their sociocultural competencies. We analyze the results of the application of author's methodology on humanitarian, economic and technical specialties of higher educational institutions of Ulyanovsk region.
