The article considers the issue of strategic development of transactional sector, which has a significant potential to create high-tech jobs in the new social structure of Russian society. We define prospects for the development of the transactional sector of the Russian economy related to the alternative and internally heterogeneous models of Russia's economic growth - a dirigist, liberal and transitional options (a model of intermediate institutions). We consider five scenarios for the development of the transaction sector, such as: the option based on a defocused transaction policy; the evolutionary scenario with the elements of transaction policy in strategically significant transaction industries; the evolutionary scenario with an orientation toward the domestic market; the evolutionary scenario with export orientation related to the removal or substantial appeasement of sanctions and the development of interactions with the WTO; and the revolutionary scenario of the development of the transaction sector with systemic regulatory policy. The article will be interesting for experts engaged in strategic planning and management, researchers in the service transaction sectors in the knowledge-based economy.
