The article considers the issues of discrepancy between the minimum wage and constitutional guarantees, and the issues of non-fulfillment of social and protective functions. We show the statistics on the dynamics of the minimum wage, subsistence wage and consumer price index. We reveal the regions with the highest level of population with low incomes. We have conducted statistical analysis and correlation-regression analysis. We calculated that the amount of the minimum wage has no impact on per capita incomes. The analysis of correlation between the minimum wage and the unemployment rate does not allow drawing unequivocal conclusions. The author made a correlation-regression model of the dependence of the per capita income of the population on the size of the minimum wage and nominal wage. The author proved that the minimum wage has a small impact on income growth. This indicates a low social function of the minimum wage.
