Abstract:

The subject and purpose of the study. The article contains the results of research, the subject of which is the impact of emigration of labor resources on the economic development of the workforce donor countries. Development of an indicators system of the impact of labor migration on the national economy is the purpose of the study. Methodology. As an assessment method we have chosen an approach based on the construction of the series of dynamics of absolute (including averages) and relative values. The dynamics of calculated indicators would indicate either an increase in the positive effect, or an increase in negative trends. Results. We advise to carry out the study of migration processes and the processes on which they have an impact using the data on their changes over time, in other words you should focus on the analysis of the dynamics that characterize these processes and phenomena such as the impact of labor migration on the domestic labor market; the impact of labor migration on the level of human capital development; remittances to their homeland and their impact on the economic development of the donor states of labor; the impact of labor migration on the expenditure and revenue of the state budget of the donor; value of losses related to labor emigration, which bears the donor state workforce. Application of the results. On the basis of the dynamics of indicators of the three- or five-year period you can analyze the scale of development of labor migration and the processes to which it affects. Conclusions. It is particularly noteworthy that the countries exporting labor force as opposed to the host countries, have a very limited choice of instruments regulating emigration processes. Operational measures cannot reduce the acuteness of crisis phenomena without long-term reforms and structural changes (for example, quickly increase the revenue of the most mobile social groups). However, the proposed system approach will provide a real picture of the impact of external labor emigration on socio-economic development, it will also allow to promptly identify negative trends and will help to build long-term management strategies in migration policy.
