Abstract:

The purpose of this article is to disprove a common opinion that the state should not interfere in the innovation process, which should be developed spontaneously, by the will of the market. The historical analysis of the industrial policy of the "Asian tigers" and high-tech (innovation) US policy shows that almost all key industries and elements of the national innovation ecosystem of these states are the result of the state intervention. In other words, the government opens and "creates" markets, and not simply regulates them. The Entrepreneurial State is the main engine of innovations.
