Abstract:

The paper examines the system of public bureaucracy in Russia during three decades of its transformations. On the basis of extensive empirical data the author revealed trends in the reform of the public service in the more general context of political change. The political factors affecting this process and efficiency criteria were offered. The publication will be interesting for the researchers and experts engaged in political management and public service.
