The article deals with a complex of problems of external labor migration in modern Russia. The consequences of employment of labor migrants in the national economy are estimated. Particular attention is paid to the regulation of labor immigration, to the improvement of the state migration policy of the Russian Federation in the sphere of attracting and using foreign labor force.
Highlights:
► management of the inflow and allocation of foreign labor on the basis of quotas and permits were replaced by the introduction of a system of patents for migrants from visa-free countries
► labor migration stands out as a special object in the system of strategic management of socio-economic processes in the country
► labor migration from abroad increases the additional demand and stimulates the investment growth
► migrants from abroad allow many Russian small and medium enterprises to maintain the competitiveness due to low cost of foreign labor, labor migrants increases the availability of goods and services for a relatively poor part of domestic population
► wide use of cheap and unskilled foreign labor leads to the conservation of the low level of wages, unfair competition on the domestic labor market, which worsens the prospects for employment of Russian citizens in some sectors of the economy and regions of the country
► the rejection of the quotas for the most foreign workers and extension of market methods of regulation of labor migration reduces the level of purposeful actions directed by the state to use labor from abroad for the development of the domestic economy and the functioning of the labor market
► most of migrants come from poor countries and regions, fills a niche in the lower segment of the labor market, concentrated in the bottom of the social pyramid, that leads to the marginalization of the population and the decline in the quality of labor potential of the state
► it is important to achieve binding needs in the number and structure of temporary migrant workers to the characteristics of the functioning of the national labor market, taking into account demographic, economic and geopolitical interests of Russia, priorities and target indicators socially-economic development of the country
