We consider the attempts of the state migration policy from the 1990s to the present. A 25-year period in Russia, proclaims the need to increase migration increase of population, provision of foreign workforce in the labor market. The real actions of the institutions responsible for migration policies show incompetence in matters of possible ways of achieving the goals. As a result of large-scale corruption was developed during all immigration control and illegal labor migration procedures. The proclaimed goals are not achieved, hampered technological development of the economy. It is shown when and why migration practices have changed the principles of the state migration policy.
Highlights:
► one of Russia's most serious consequences of the USSR separation into 15 independent states was the massive emergency resettlement of the population from the former republics
► from the first day of its existence, i.e. from January 1992 until the end of 1998 to the territorial bodies turned and went through the process of determining the legal status of almost 1.8 million people
► to 2003 the volume of migration growth was almost close to zero, amounting to 35000 people in the year is mainly due to the sharp reduction in entry – 1.5 times from 2000 to 2001
► July 2005-April 2016 the management of the FMS of Russia remained stable, departmental affiliation changed from time to time, passport and visa service were added to FMS functions
► the main incentive for voluntary relocation of compatriots was the possibility of obtaining Russian citizenship, however, the problem for ten years since 2006 was solved very poor
► from 2000 to 2012 against the background of downsizing of Russia's population of 3.8 million (2.6 %) particularly hard emptied the Far East (647 thousand, or more than 9.4 %), and it happened due to attrition, but mainly due to massive outflow of its residents
► many negative facts of development of migration situation and policy were recognized and reflected in the text of the new document – The concept of state migration policy of the Russian Federation for the period until 2025, it has drawn attention to the defects of the system of quotas to attract foreign workers
