Abstract:

The article examines the impact of various types of migration – permanent with the change of residence, external and internal labor migration to regional labor markets and the level of unemployment. A grouping of regions, depending on the load of certain types of migration on the labor market, is proposed. Recommendations on improving the balance of regional labor markets and accounting of migration flows are given.


Highlights:

► migrants exert significant pressure on the labor market, increasing the competition
► by the nature of permanent migration impact on the labor market regions are divided into two groups – regions-recipients with a positive balance, and the donor regions where net migration is negative
► in the group of regions-recipients the migration of the working age population increases the burden on the labor market and reduces in the group of donor regions
► in contrast to permanent migration, the impact of external migration on the labor market is one-sided, increasing the strain on regional labor markets
► the indicator of assessing the situation on the labor market, is the ratio of the unemployed load
► internal labor migration makes a significant contribution to the replenishment of the labor resources of the capital and industrially developed regions and centres of the oil and gas industries
► maximum scale of labor migrants leaving into other regions are observed in regions with high unemployment and the burden on the labor market (the Republic of Dagestan and Kalmykia) and in regions with a shortage of jobs (Moscow, Tula, Mari-El Republic, Republic of Adygea)
► in regions with high unemployment – especially in all the republics of the North Caucasus (except Chechen Republic), the Republic of Kalmykia, the Republic of Mari El and some regions (Tambov, Kursk, Kurgan, etc.) the load factor of internal labor migration are higher than the labor market unemployed load
► the government does not regulate separate migration flows properly and ignores their impact on the labor market, there are a large number of counter flows of domestic and foreign labor migrants
