The article analyzes the system of testing foreign citizens that has developed over the past ten years, and also raises urgent problems in the field of migration law. Much attention is paid to the issue of testing the knowledge of migrant workers and their ability to adapt to the Russian community. The mechanism for testing the knowledge of a migrant with the help of a comprehensive exam on the Russian language, the history of Russia and the basics of the legislation of the Russian Federation, as well as the testing system, the form and procedure for issuing state-recognized certificates is disclosed. The importance of the complex examination and its role in regulating the migration processes in Russia is underlined in the work.

► the most of migration flows to the Russian Federation are citizens of the former Soviet republics
► the decline of migration flows in the regions justify the inefficiency of the local test centres – that is not true, as the cause of this decline is the economic crisis
► the test items were designed correctly, the mass-media continually pointed to the high requirements for knowledge migrants and the complexity of the tests that, in their opinion, are unable to pass even for a citizen of the Russian Federation
► until 2015, the concept of the migration policy of the Russian Federation was built on the control and supervisory functions of the Federal Migration Service and its territorial subdivisions, and in connection with the introduction of one single article 15.1, migration and legal regulation began to rely also on non-state institutions
► it is necessary to create a system of relationships between migrants and the state in which NGOs would play a mediating role between them, provided the migrants with legal protection, employment, and civilized forms of relations with employers
► the leadership of the countries of the former Soviet republics at the moment is seriously concerned that part of the population can't find work in Russia, and this in turn will lead to economic crisis in these countries and the complicated social situation in connection with unemployment
