A survey of emigration and immigration of the population in the RSFSR (USSR) in the 1920s was carried out, when there were significant changes in the trends of international migration, the policies of the Soviet state in this field that embraced various flows of migrants and the directions of migration. An important aspect of the policy was the organization of accounting for international migration. Published data on international migration cover the period 1921-1928. In general, the international migration in the RSFSR (USSR) is characterized as a contradictory process, an important dominant of which was the tendency of the country's closure.

► one of the directions of immigration policy in the first half of the 1920s was the settlement and promotion of industrial and agricultural immigration
► an important policy direction of the USSR in connection with international migration in the 1920s was the registration of foreigners and registration of emigration and immigration
► international migration in the USSR was considered from the standpoint of violations of public order and stability of society
► proclaimed openness of the USSR for a number of groups of foreigners was replaced by the regulation of the flows based on the interests of the country
► rapid industrialization showed the necessity of immigration of foreign specialists and emigration of the local personnel to improve their skills, become familiar with modern technologies in foreign countries
