This article is devoted to the need for the formation of industrial policy, of not only Russia as a whole, but also of its regions. The author considers very important the efforts to weaken the military-industrial complex. In Volgograd, where many companies worked on the military-industrial complex, it is especially important because intellectual capacity of the military-industrial complex gained in the Soviet period and have not yet dissipated can and should be used for innovative development of a wide variety of industries.
