The principles of management of enterprises of the public sector of the economy are a subject of the study. The system of management of enterprises of the public sector of the economy of the Russian Federation is an object of the study. The authors examine in detail such aspects of the topic as the concept features of public sector management of the Russian economy, performance indicators of public enterprises as the basis for the transformation in the public sector and its restructuring. During the study, we conclude that the methodology that is used today for assessment of the efficiency of public sector enterprises makes it possible to characterize social and partially economic efficiency of their functioning (a dual approach to the assessment) and ignores the criteria for the quality of management. The methodology of the research is based on the use of the system approach. We also applied the methods of concrete economic and logical analysis, generalization, and logical modeling. The novelty of the study is that the determination of the quality and efficiency of management allows us to move from a dual to a trial approach in assessing the efficiency and to develop on its basis a model for the management of public sector enterprises. This model can be applied for improving the organizational and economic mechanism for the management of public enterprises.
