The article is devoted to the issue of formation and implementation of “road maps” in the system of public administration. We examined the current theoretical knowledge and international experience in the field of road mapping. Using the complex formal-legal "included" analysis, and the comparison method we studied the practice of drawing up and implementation of "road maps" by regional management teams of the subjects of the Russian Federation in improving the investment and business climate. We revealed the disadvantages of the existing methodology for road mapping in the public sector, such as the lack on the "road maps" of a section for assessing possible risks and developing alternatives to reaching the destination; neglect in roadmapping the life cycle of the project for the implementation of successful municipal practices; the lack of consensus of the expert and departmental community on the systematics of assessment indicators, criteria and quantitative values of these indicators; the risk of formalization of the work of municipalities in the implementation of "road maps". We justify the recommendations on the development of infrastructure, on updating the methodology and improving the technology of road mapping in improving the investment and business climate by regional management teams of the subjects of the Russian Federation.
