Abstract:

The article is devoted to the review of local government systems in Russia and Finland. The task includes the study of Russian and foreign practice of improving local government systems of Russia and Finland. On the basis of scientific research of current legislation and modern practice we state the main points of the theory of local goverment. The paper also touches upon important and relevant aspects of modern local government of the two countries.
