Abstract:

In this article are considered existing possibilities of public control for the Russian scientific journal quality of activity, observance of printing ethics rules by their editorial offices and authors. The conclusion is drawn that these opportunities are still insufficient. In this regard is analyzed the place of the resource www.dissernet.org in implementation of public control – with emphasis on estimates by him of scientific journals. It is shown that the website of a resource plays a key role in its popularity ensuring for Internet users; availability to them of results for «expertises» of various objects, connected with scientific activity, which are carried out by a resource. Therefore has been carried out the analysis of the webometric indicators of the resources website. This analysis has shown its high popularity for the Internet users. It is shown that the number of the scientific publications, devoted to the resource, is small. However in mass media of Russia there are many messages about resource, including reproducing his "opinions", concerning different types of objects. Such situation does urgent carrying out an objective assessment of resource activity and expediency of usage for information, posted on its website. Author investigated the declared purposes and activity practice of the resource, its legal status, features of financing. The general characteristic of the "black lists" nomenclature, submitted on the resource, is given. Also are analyzed the reasons (basis) for scientific journals inclusion in the "black list" of the resource. It is shown that the works, published in these journals, are estimated only by existence of loans and the number of publications pages on which such loans have been found. In this paper merits and demerits of the considered resource are estimated from positions of various groups of legal entities and physical persons. The conclusion is drawn that information, placed on the resource website, can be used for estimates of activity quality of scientific journals editorial offices only as additional in the relation to the data, placed in other sources.

Highlights:

• the website of the "Dissernet" community is not part of any academic or commercial entities, universities and government organizations
• presented on the website www.dissernet.org journals evaluation should be regarded as reflecting the position of some group of persons
• any "white lists" of the journals, for which "assessment" showed no violations is not conducted
• a certain "citation threshold", which determines the necessity of enabling the theses in such a list is not given
• if the journal has got in "dissertatio log", it remains indefinitely, even if the composition of its editorial board fundamentally changes
• "groundlessness" of awarding scientific degrees is associated only with the volume of unf in dissertations, but not to their quality, scientific novelty, relevance, etc.
• on the "Dissernet" website there are not submitted comments regarding published negative information on the part of individuals or editions of scientific journals
• for an objective assessment of the scientific journal cited in www.dissernet.org information can only be used as additional material in relation to other types of information about journals
