Abstract:

The author studies such a phenomenon in the economy as the process of reforming the professional qualification system in Russia. The author marks the problems associated with the formation of a professional standards system that have not yet been described by anyone. The paper describes the problems of higher educational institutions in the paradigm of reforming the professional qualification system and the introduction of a professional standards system. For the first time within the reform of the two systems, such as, the education system and the professional qualifications system, we show the algorithm of the mechanism for the integration of federal state educational standards of higher education with professional standards. All of this will make it possible to form a common methodology space for managing human capital withing the triad of all participants in social and economic relations: the state, the higher education system and employers.
