We analyzed conditions of modern business environment and factors that shapes the country's investment image. We considered the experience of some countries in improving the competitive business environment and the possibility of its implementation in domestic practice. Export stimulation, creation and promotion of the Made in Azerbaijan brand, simplified system of taxation, improved system of separate elements of business environment, quality public services, electronic services, liberal licensing, suspension of illegal inspections of business structures improve the business environment. We propose recommendations for further improvement of the competitive business environment.
