The article is devoted to the issues of state regulation of immigration policy in implementing the powers of the subject of the Russian Federation on the legal regulation of income taxes of foreign citizens engaged in labor activities on the basis of a patent, by the example of the Tver region. We give the idea of federal and regional legislation in control of migration flows. We also give a brief description of the dynamics of the value of a patent in the context of the subjects of the Central Federal District (CFD), and emphasize the prerequisites for increase in its value. We cite arguments for economically unjustified increase in the amount of fixed advance tax payments on income of natural persons, such as foreign citizens living on the territory of the Tver region. We pay special attention to positive and negative consequences of the increase in the coefficient, reflecting the regional characteristics of the labor market in the Tver region.
