Abstract:

This monograph has been written following the results of the scientific and research work «Development of the innovative clustersas the basis of strategy for development of Russian territories». Theoretical approaches to the determination of innovative territorial clusters, their main functionsand peculiarities have been systematized. The expedience of using regional innovative clusters as an instrument for achieving strategic development of the territory has been substantiated; positive role of cluster approach on the development level of regional economy, innovative activity has been proven through the example of special economic zones of the industrial production type. A comparative characteristic of special economic zones of theindustrial production and technology development types has been presented; main development problems and prospects have been identified. Positive experience of the innovativeclustersin the Republic of Tatarstan has been studied; the influence of clusters on the level of socioeconomic development of the region has been proven. The efficiency of functioning of special economic zones of theindustrial production and technology development types has been analyzed. Using correlational-regressive data analysis according to the regions in which special economic zones and innovative organizations exist, the authors have identified the main factors influencing on the level of economic and innovational development of the territories. Thus, it has been determined that the amount of expenses on technological innovations influences on the economic indices of the region. However, data analysis across the country in general demonstrates no positive correlation between the amount of expenses on technological innovations and the level of innovative activities of the regions. Main directions for the improvement of state regional and innovative policy based on cluster approach have been proposed. Economic efficiency and the significance of work: the research results have theoretical and practical significance.Theoretical aspects of research consist in increase of scientific knowledge, may be appliedin learning activities when teaching such disciplines as «Financial management», «Investments in real economy», «Investment activities», «Economic evaluation of investments andinnovations», «Management of the investment processes», «Management of investment and innovation risks». Economic efficiency of the research results consists in the fact that recommendations concerning development ofinnovativeclustersfacilitate sustainable economic growth of the respective territories.
