Abstract:

The article justifies the university’s dual nature as an element of a system of reproduction of country's human capital in general, the quality of which depends on the quality of human capital of university’s employees. In this regard we think that it is very important to form the effective system of motivation, since many universities use approaches to building a system that do not take into account the individual activities of teachers and administrative staff in achieving strategic goals of higher education organization. We revealed tasks and corresponding approaches of economic assessment in the system of university’s human capital management. The article also describes the approach, which allows assessing the overall efficiency of investments in human capital of all categories of university’s employees. The paper presents a model for assessing the human capital of university’s employees and a formalized description of assessment tasks of university’s human capital. We also offer a mathematical construction of factors that emphasize indicators, characterizing human capital of employees and individual units of the university.
