Abstract:

The article is devoted to the study of innovative advantages of the region (IAR) as a system of factors which allow achieving the innovative leadership. The unevenness of innovative development even among the leading regions, the differentiation of regions with resource potential and specificity require adequate changes in the system of regional management and the formation of innovative behavior models of an official and innovative competences of participants of innovation activity. The authors of the article propose a thesis on the impossibility of regional industrial development without the formation of innovative advantages of the region. Identification and formation of innovative advantages of the region become a priority task from the methodological side, first of all for the raw-materials orientated regions. Theoretical and methodological basis of the research and preparation for the paper include fundamental research of Russian and foreign scientists in regional economy, innovation development and economic theory. We defined the components of innovative advantages of the region and the main terms. We proved theoretically the new paradigm of formation of innovative advantages of the region. We reveal the factors and the content of the new approach on the basis of the region's leadership position as a methodological basis for innovation activity management. We defined the role of human capital in providing the innovative development of regional socio-economic systems. We proved the key role of innovative entrepreneurship in the innovative development of the region. The obtained results contain the conceptual basis of the new model of innovative development, which allows achieving the leading innovative position of the region. The issue of criteria and formation stages of innovative advantages of the region remains unresolved. We need to conduct the further research in order to determine the conditions and precise factors of formation of innovative advantages of the region, taking into account its special characteristics.
