The article examines the institutional practices of the youth labor market regulation in foreign countries. We defined two main labor market regulation systems (the system of economic liberalism and the system of economic dirigism). Both systems have their own characteristics and consist of separate models in which we may see the basic features of the systems. We characterize the leading institutions which have impact on the youth labor market in foreign countries: the employment institution, the vocational guidance institute, the dual education institute, the institution of social partnership. The foreign experience of the development of these institutions in modern conditions proves their effectiveness, consisting not only of social stability and improvement of the workforce quality of the youth, but also of the national economies competitiveness. We outlined institutional practices which can be introduced as additional measures in the employment of the population. The measures are aimed at reducing tensions in the youth labor market of the Russian Federation subjects.
