The article studies organizational and economic factors of creation and development of industrial parks on the territories of the Russian Federation subjects. We examined the trends in the practice of searching for the most acceptable model of the development of industrial production and mechanisms for the implementation of the country's innovative, scientific, technical and production policies. In the article we paid special attention to the current legislative base, defining the status, the principles of formation and the activity of industrial parks. That allowed the Ministry of Industry and Trade of Russia to form a register of industrial parks of the Russian Federation, and to some regions to receive subsidies for reimbursement of expenses for the creation of industrial parks’ infrastructure. The practical mobilization of regional and municipal resources is an important factor of the further creation and development of industrial parks. At the same time we should not ignore the existing forms of spatial and territorial organization of economic entities of small and medium-sized enterprises. It’s them who can become the sides of growth under the appropriate program-targeted regional and municipal planning. The article is devoted to the solving of the issues of creation and development of industrial parks as the basis for the formation of a new spatial and territorial infrastructure framework of the modern industrial potential of the Russian Federation. The information of the article may interest Russian entrepreneurs, managers and specialists of regional and municipal authorities engaged in development of small and medium-sized businesses.

•In the practice of modern Russian economy, there is an obvious trend in the search for the most suitable model of the development of industrial production and mechanisms for implementation country's innovative, scientific, technical and production policies.
•On the territory of many regions there are various forms of corporate interactions between scientific, innovative and production organizations, defining their specifics in appropriate combinations: business incubators, technology parks, special economic and industrial zones, industrial clusters, industrial parks.
•At the present time industrial parks are the most optimal form of territorial development of industry.
•There was created the institutional mechanism ensuring the creation and functioning of industrial parks with a guarantee of state support.
•There was created the legislative base, defining the status, principles of formation and activity of industrial parks.
•The Ministry of Industry and Trade of Russia registers industrial parks of the Russian Federation. On February 2017 in this register there were 30 industrial parks from 18 subjects of the Russian Federation; 13 regions received subsidies for reimbursement of infrastructure costs for 14 industrial parks and one industrial techno-park for a total amount of 4,2 billion rubles.
•The Association of Industrial Parks encouraging and carrying out selective work on the preliminary selection of industrial parks into a special register is in fact a structural element of the infrastructure for supporting activities in the industry.
•Industrial parks are an effective tool for creating a competitive and high-tech industry, which will allow the real transition of the country's economy from raw to innovative type of development.
•Industrial parks are in fact a new directive form of the spatial organization of the industry. That made the existence of industrial parks one of the important reporting indicators of the effectiveness of the industrial policy on the territories of the Russian Federation subjects.
•We need to mobilize regional and municipal points of growth on practice. At the same time we should not ignore the existing forms of spatial and territorial organization of economic entities of small and medium-sized business.
