We elaborated an interaction model for the basic elements of the innovation infrastructure of the Gomel region in order to create an informational cluster. We revealed the main problems of the innovation infrastructure modernization of the Gomel region and defined the main trends and forms of its improvement, taking into account the external economic orientation of informational clusters. We precised the calculating mechanism of cluster innovative activity efficiency, taking into accounts the use of innovative infrastructure. We systematized development indexes of information economy, which determine the optimal conditions for the innovative clustering strategy. We defined indexes, which characterize the efficiency of the formation of informational clusters in the innovative regional environment.
