The paper defines tendencies of state policies, the list and content of the basic federal laws, regulatory acts and documents regulating the activity of parts of educational relations in inclusive educational environment at university in the area of social and psychological support of students with disabilities; we show the specifics of inclusive education of students with special educational needs.
