The article describes the role of small and medium-sized enterprises (SME) at various levels of management, including on meso- and micro levels. The role of SMEs during the periods of economic downshift is discussed and the common obstacles for the SME development are formulated. The author outlines the key priorities for the SME sustainable development and considers various instruments of program-target method aimed to guarantee the balance between the social and entrepreneurial interests. The factors which are slowing down innovative development of SMEs in Russia are defined, and various regional programs for the SME support are discussed.
