Abstract:

The authors discuss the necessity to form new hi-tech sectors in regional economy. These sectors will be rapidly growing based on the existing potential of the innovative-technological development, creation and use of convergent technologies and the technologies of the “knowledge economy”. Global challenges are considered as the main factors of the macro-environment that predetermine the possibilities and threats of the region’s technological development. The internal potential of the technological development is the region’s ability to create new markets of demand for advanced technologies in the economy, new production facilities based on R&D sector, new segments of the “knowledge economy” in the material resources sector, infrastructural and processing sectors of the traditional specialization. The role of hi-tech economy sectors as catalysts of the resource regions’ innovation development that enable to improve competitive advantages of specialization branches and to re-adjust the role of local authorities, functions and management forms has been revealed. For substantiating the resource region development it has been proposed to use a three-sector model in which the effects of hi-tech sector development manifest themselves in the resource-based and infrastructural sectors of the region’s economy, securing their transition to the fifth and sixth techno-economic paradigms. Three-sector economy model enables to generate strategies of the region’s technological development regardless of the source of new knowledge (technology transfer, creation of own technologies) and demand markets (existing markets, new markets). The possibilities for implementing the technological development strategies are determined by structure and potential of the innovation-technological system of the region. Through the example of the Krasnoyarsk region the author emphasizes the possibilities of the concept that enable to reveal the mechanism of the region’s technological development and to describe effects that appear in a technologically mixed economy due to a rapid development of one of the sectors.
