The article discusses the role of science -technology parks and business incubators in solving the problems of economic development of the regions, the establishment of small and medium-sized businesses, and support for innovative entrepreneurship. Existing a model of technology parks in the world were formed under the influence of various factors, national and economic features. An original system is the development of innovation activities in Israel and the elements that determine its success. Factors that underpin innovative economy have been identified; the link between developments in the military and civil spheres was analyzed; organization of activity of business incubators in Israel examined. Analysis of that experience can be used to create a more effective network of support and development of innovative activity in Russia, more effective commercialization of innovative technologies of dual purpose.
