Abstract:

The article discusses the role of science -technology parks and business incubators in solving the problems of economic development of the regions, the establishment of small and medium-sized businesses, and support for innovative entrepreneurship. Existing a model of technology parks in the world were formed under the influence of various factors, national and economic features. An original system is the development of innovation activities in Israel and the elements that determine its success. Factors that underpin innovative economy have been identified; the link between developments in the military and civil spheres was analyzed; organization of activity of business incubators in Israel examined. Analysis of that experience can be used to create a more effective network of support and development of innovative activity in Russia, more effective commercialization of innovative technologies of dual purpose. 


Highlights:

- Israel spends on education up to 8% of the budget
- the best form of economic stimulus was recognized by the establishment of science parks and technology business incubators
- young people performing military service, acquire the habit of responsibility, to solve non-trivial problems, in their civil, entrepreneurial activities are no longer fearful before making decisions
- work at the forefront of technological progress, even if its main aim is to achieve military-technical issues, contributes to maintaining a high level of civil production
- not always formal attempts at replication of even a very successful foreign research parks meet the expectations when using it in our economic environment
