The article presents the results of a poll for the subjects of innovative activity of AIRR regions (innovative companies, universities, organizations of innovation infrastructure) about the effectiveness, frequency and the need to use measures of state support of innovative activity, as well as key challenges to their innovation activities. The authors summarize the measures lists (effective, in demand, not used etc.) which can be used for selection of priority measures for subjects of innovative activity support in conditions of limited regional budgets.
Highlights:
- the core of the problem field is the lack of organizations own resources
- the most effective measures in practice are with financial support
- the most popular measures are subsidizing of R & d projects, competitions of innovative projects, subsidies in the form of grants and scholarships
- among the unused measures – tax incentives, subsidizing costs of certification, state credit guarantees, assistance in attraction of investors
